The policy overview of the development of energy policy & vulnerability at EU level I wrote for the ESRC Just Energy research project was published in December 2018. Read it here.
The paper gives an overview of the European framework on energy poverty and vulnerability, including a historical overview and a short analysis of the issues at stake in the “Clean energy for all” package and the Energy poverty observatory.
The second part of the report focuses on policies on energy consumer’s access to justice, including mediation and alternative dispute resolution at the European level.
The third part looks into details at the policies on energy poverty and access to justice in Belgium, Bulgaria, Catalonia, France and Italy.
